# Five Directors of Italian Museums Lose Jobs After Court's Ruling [UPDATED]

An administrative court in Italy voided the appointments of five museum directors on May 24, striking a startling blow to the country’s [ambitious 2015 initiative](https://www.nytimes.com/2015/01/21/arts/design/italy-goes-global-in-search-for-museum-directors.html?%5Fr=0&ref=hyperallergic.com) to open competition for top cultural posts to citizens of other European countries. It’s unclear how permanent the firings will be, as Italy’s Ministry of Cultural Heritage and Activities and Tourism plans to appeal the decision handed down by the regional administrative tribunal for Lazio, the [Associated Press reported](https://www.washingtonpost.com/entertainment/museums/italian-court-nixes-foreign-directors-named-for-5-museums/2017/05/25/7ccd0ff4-4164-11e7-b29f-f40ffced2ddb%5Fstory.html?utm%5Fterm=.009ba41b11d7&ref=hyperallergic.com). In the meantime, the ministry [has named](http://www.beniculturali.it/mibac/export/MiBAC/sito-MiBAC/Contenuti/MibacUnif/Comunicati/visualizza%5Fasset.html%5F151234831.html?ref=hyperallergic.com) interim directors to manage the five affected institutions.

The court’s ruling was spurred by a complaint filed by two Italian candidates for the positions, according to the [*Telegraph*](http://www.telegraph.co.uk/news/2017/05/25/campaign-inject-fresh-blood-italys-museum-sector-torpedoed-controversial/?ref=hyperallergic.com). It found that the recruitment processes had not been sufficiently transparent and that, per the terms of an Italian law from 2001, foreigners were not actually eligible for the positions, according to the [*Art Newspaper*](http://theartnewspaper.com/news/museums/controversial-italian-court-ruling-ousts-five-top-museum-directors-/?ref=hyperallergic.com). The court also [objected](https://www.washingtonpost.com/entertainment/museums/italian-court-nixes-foreign-directors-named-for-5-museums/2017/05/25/7ccd0ff4-4164-11e7-b29f-f40ffced2ddb%5Fstory.html?utm%5Fterm=.009ba41b11d7&ref=hyperallergic.com) to the fact that some of the candidates were interviewed over Skype.

Though the tribunal’s decision targeted a law passed under former Premier Matteo Renzi to open up hiring for top cultural jobs to international applicants, four of the five museum directors affected by the decision are Italian. The directors who’ve lost their jobs in the decision are: Martina Bagnoli of the [Galleria Estense](http://www.gallerie-estensi.beniculturali.it/?ref=hyperallergic.com) in Modena; Paolo Giulierini of the [National Archaeological Museum of Naples](http://www.museoarcheologiconapoli.it/it/?ref=hyperallergic.com); Eva Degl’Innocenti of the [National Archaeological Museum of Taranto](http://www.museotaranto.org/web/index.php?area=1&page=home&id=0&lng=en&ref=hyperallergic.com); Carmelo Malacrino of the [National Archaeological Museum of Reggio Calabria](https://en.wikipedia.org/wiki/Museo%5FNazionale%5Fdella%5FMagna%5FGrecia?ref=hyperallergic.com); and the Austrian-born scholar Peter Assmann at the [Palazzo Ducale](http://www.mantovaducale.beniculturali.it/en/informazioni/welcome?ref=hyperallergic.com) in Mantua.

“The world has seen Italian museums change in two years and now the tribunal cancels the appointment of five directors,” Dario Franceschini, Italy’s culture minister and a champion of the 2015 hiring initiative, said [on Twitter](https://twitter.com/dariofrance/status/867645888684077056?ref=hyperallergic.com). In comments to the *Telegraph*, he [added](http://www.telegraph.co.uk/news/2017/05/25/campaign-inject-fresh-blood-italys-museum-sector-torpedoed-controversial/?ref=hyperallergic.com): “I’m worried about how Italy looks to the rest of the world and about the practical consequences, because as of today important museums don’t have a director.”

The 2015 museum reform initiative saw the hiring of [20 new directors](https://www.apollo-magazine.com/new-directors-announced-for-20-of-italys-top-museums/?ref=hyperallergic.com), including seven foreigners who took over some of Italy’s most prestigious cultural institutions. [Eike Schmidt](http://www.uffizi.org/2146-eike-schmidt-selected-as-new-director-of-uffizi-gallery/?ref=hyperallergic.com), a German, was appointed to lead the Uffizi Gallery; the Canadian-born Brit [James Bradburne](http://pinacotecabrera.org/en/news-pinacoteca/new-pinacoteca-di-brera-director-appointed/?ref=hyperallergic.com) took the lead at the Pinacoteca di Brera; and the Frenchman [Sylvain Bellenger](https://www.lesechos.fr/04/02/2016/lesechos.fr/021673837488%5Fsylvain-bellenger--un-francais-a-la-tete-d-un-des-plus-beaux-musees-italiens.htm?ref=hyperallergic.com) became director of the Museo di Capodimonte. None of those appointments were affected by Lazio tribunal’s decision, though one extremely high-profile future cultural hiring could be. The Roman Colosseum is currently [looking for a new director](http://www.beniculturali.it/mibac/export/MiBAC/sito-MiBAC/Contenuti/visualizza%5Fasset.html%5F375722358.html?ref=hyperallergic.com), with a selection expected by the end of the month according to the [*Art Newspaper*](http://theartnewspaper.com/news/museums/controversial-italian-court-ruling-ousts-five-top-museum-directors-/?ref=hyperallergic.com), though it’s unclear in light of last week’s decision if international applicants will be considered.

Since 2015, the year of the Italian museum leadership reform, revenue from the country’s museums and archaeological sites is up 38%, according to the [AP](https://www.washingtonpost.com/entertainment/museums/italian-court-nixes-foreign-directors-named-for-5-museums/2017/05/25/7ccd0ff4-4164-11e7-b29f-f40ffced2ddb%5Fstory.html?utm%5Fterm=.009ba41b11d7&ref=hyperallergic.com).

**Update, 6/19:** The five ousted museum directors have gone back to work, the *Art Newspaper* [reported](http://theartnewspaper.com/news/news/italy-s-five-suspended-museum-directors-return-to-work/?ref=hyperallergic.com), after Italy’s Council of State suspended the earlier court decision. The Council has scheduled a definitive hearing on the case for October 26.
